That looks like fire damage to me, like an old engine fire. Although I do not see clean spots where the hood braces would have caused a different heat pattern on the hood and the grill is not burnt and the windshield gasket is still whole. Maybe just a bad paint job.

The frame horn is bent and radiator is missing

Not so sure it is a 64, It is a straight with the early shovel mount. I am guessing it had a winch on it and ripped off or got stuck and someone snatched it a bit too hard and ripped the frame end off. From the looks of the fenders it has not had a bumper for quite a while.
