Its really not about what the Military paid for them, it is going to be based on what your friend paid for it or what the import documents or bill of sale/invoice declare as a value. There will be import fees based on what the vehicle was purchased for or stated value of the purchase and then he will have to register it at the local DMV which will also base its tax on the documented value. I imported one about 9 years ago, do not recall what we had to pay but it was not much. My local DMV took our import documents as a basis for the registration tax and also for establishing title which you friend will also likely have to do. Where is he bringing it in from? I brought mine in from Viet Nam.

He has imported it from the US to Denmark, and the Danish Custom wants to know its retail price before processing the vehicle.
All the best.

I am surprised Ken has not replied to this yet, here is his info. I suggest you sent him an e-mail or PM asking if he has that information. I am pretty sure he has it.

Re: Value of a 1979 M151A2
I'm with csmith on this one.
I imported an M151A2 from Belgium to the UK which required a declaration to Her Majesty's Revenue and Customs (HMRC). I was not stopped at the port of entry but you can declare it via the web within a limited period. They only wanted to know how much I had paid for it - albeit I had bought it within the EU where import charges are (at the moment) harmonised.
It might be different importing from the US but, I previously owned an M1009 CUCV Blazer. In 1985 the US Government paid Chevrolet $32,000 for it. I bought it for the dollar equivalent of around $2000 in 2013. IF you declared the 1979 US Gov audited figure for your M151 you could get a massive bill for import duty (even before you adjusted it for inflation!).

Who ever sold you the vehicle shoild be able to give you a notarized bill of sale that would satisfy customs.
Did it when I brought a body back from Canada to US.
The original purchase price has no bearng now.
