Place in eastern PA that could restore m151?

Hello. I have a buddy with a M151 that's sat for a years. He's wondering if there's anyone around eastern PA that could get it back up and running? Engine is stuck, will need a complete going through. He doesn't need a restoration, just want to be able to use it again, it was his fathers.

Can't help with finding a mechanic but I would like to say that Eastern Surplus has takeout engines that turn over for $220 in his area.... if he finds the engine is too far gone.

That's a two hour ride for me, what exactly is he looking for and what does he have? I mean if it is just a get it running type of deal I can probably help once the weather warms up a little. If he wants the motor rebuilt then we would have to talk since I would have to truck the vehicle or at least the motor down here.
