Hi all here is an update, I removed the gearbox and changed the bearing round so the hardened face was facing the clutch plate fingers I have attached before and after pictures it seems to have made little difference, the bearing actually slipped down slightly more when pressed against the clutch fingers but the difference to the clutch adjustment is minimal the bearing sits against the clutch plate fingers now but at that point the clutch peddle is against the floor it seems it needs more adjustment in the push rod but there is none left.

There were two different "Z" bars and different bushings to go with them. The bushings would physically fit on either bar but would only fit correctly on the one they were made for. It has been a long time since I read up on that but it was an A1-A2 thing I believe. The problem is that the Z bar will fit interchangeably between the two. What I would do is set the rod adjustment at the center point of its travel and then go over all of the linkage and make SURE there is no play in any of the connections. make sure the Z bar is bolted tight and in it's correct position and that the holes are not egged out in the bar or the frame. Is your pedal assembly bolted in securely and in place? Was this flywheel resurfaced?

Update
Rick as usual you were spot on with your diagnosis, the original fault with the clutch bearing was correct but the newer fault with the clutch peddle touching the floor before the bearing made contact with the clutch plate fingers, was shall we say operator error, if you look hard enough you can find a fault where there is no fault, if you screw the clutch rod clockwise it will indeed pull the clutch peddle down towards the floor and if you as I did screw it all the way in you end up pulling the bearing away from the clutch plate fingers, so as Rick suggested I check the linkages and set the clutch rod midway, the fog cleared in my defence I must have been suffering with muttitis to many hours spent in close contact with a mutt.
The clutch now works perfectly thanks to all for your help and advise so its now on to rebuilding/renewing the brakes.

You are not the first to be duped by the M-151 clutch adjustment. Glad it is all good now.
