If you have a deep socket or a piece of pipe that fits the outer diameter of the seal so you can drive against it while sliding over the shaft then that is the way to go since the shaft will help to center the seal. Otherwise you can install the seal first and put some grease on the shaft and be careful when you insert the shaft so you do not roll the edge of the seal.
