The TM states no resistance when ohming the condenser, one time I got 2 or 3 ohms, next time .1 ohm. so on the basis of the readings of the condenser the condenser is bad? And a bad condenser can cause a no start condition?

hi
if you test a condenser with a ohm meter
you are load it up with the battery from your meter
if after you reverce the wires it unload so you see different redings
to test
put the condenser at 24 volt to load it up ( careful it can get give a spark }
let it sit for a two seconds
take a volt meter and see the voltage slowly go down to get the load off

Yes for sure your capacitor is in short-circuit.
With a good capacitor:
Not sure if you have a digital or analog meter? It's easier to use an analog meter (with a needle) for that purpose.
If you switch your ohmmeter to the lowest ohm range, you should have no reading while probing the capacitor.(infinite resistance). A digital meter will likely display EE or something similar.
If you switch the analog ohmmeter to the highest range, i.e. MOhms, you should see the needle going quickly to the max, then gradually return to a low value when probing the capacitor.
To repeat that reading you have to invert the probes to recharge the cap.
When the needle has returned to the lowest value, wait a few seconds.
If the needle goes back towards the higher resistance value, that means that the capacitor is leaking.
This is more remarkable with electrolytic high value caps than with a low value ignition caps.
So you have to change your capacitor becauce it's a no start issue .

Thanks for the feedback, this came with a NOS coil I bought a few years back and I found it in my mutt pile of parts, this was in closed plastic bag, so it should have been good so I checked it as the TM said to see what I got.I'll see if I can find a non digital volt meter(my current one is a fluke digital) to see what that does.

A digital meter will not harm the capacitor. Just a little harder to interpret the readings than looking at an analog needle.
