Doesn't it say on the outside? Does it have a valve on the inside that says open or closed? is it a round cap, round cap with dog ears(leg snagger) or the later one with lips?

That cap looks like something from an M38 or M38A1. It's an early-type cap (the trouser-ripper) but there doesn't appear to be a valve on it.
The question you should be asking is "What type of fuel tank and emissions system have I got?"
If you have an A2 with emission controls fitted, then you need a non-vented cap.
For ALL other types of fuel tank, you need a VENTED cap.
The cap you show does not have the OPEN/CLOSED valve on the inside of the cap.....

I does not have it in the picture but I think it is supposed to and it is missing. The dimples for holding the valve in position are there. it looks like the valve is there. You can use a vented cap on an emissions system but it will negate the proper use of the emissions system. You cannot use an emissions, non-vented cap on an older non emissions system. That said, I still have not proven out that the vent lint from the tank to the air cleaner will not let air go both ways. If it will then a closed vent on the cap will not prevent the engine from running since the tank will get air from the air cleaner through that vent line. The one tank I checked did not have a one way valve in it. I do not know if there is supposed to be a valve in there.

May very well be they used up some existing stores of parts when building that cap and just didn't fit the additional parts to it, Rick. We've all seen that sort of thing before.

This is true, That could also have been a picture of one that was restored and the little metal tab that operates the valve has rotted away. Seen that many times also. I even have one or two of them.

Seems like the link is incomplete. I believe there should be an "img" indicator at the front, as well as the end of the link.
