That is a propaganda mutt with a 3/4 flat L/F tire. 
Not so sure it was in our service from the looks of the hats and the weapon the soldier is carrying.

That pic is from the Dominican Crisis 1965-1966 it was a book that was published for those that had served in the Dominican Crisis I picked it up maybe thirty years ago or so its full of pics of M151's, M151A1's and vehicles of that era, everyone in the 151 are U. S. GI's the hats were issue not the one the front passenger is some sort of civi cowboy hat....Scott O&O

The weapon is an M-14. Check out the gas tube, flash hider, and bayonet lug. The guy's arm is resting on the magazine.
