Nah, you have to buy a vhf low band radio. For example I have a Wouxun KG-899E which covers from 66 to 88 MHz so the segment from 66 to 76 is common to both the 77 set and the Wouxun. Not sure what is available on the US market but you sometimes find mobile radios for that band on eBay, especially in the UK where they are quoted as "taxi radios".

We bought three for our radios. The other two worked fine but mine didn't: turned out to be an internal connection.
Suggest this: get a multimeter and check for the correct voltage at the socket that connects to the radio.
If there is incorrect voltage make sure you have good batteries and they are in the right orientation.
If correct voltage have a close look to be sure the socket is clean and in good condition to connect to the radio.
If no voltage leave the negative lead in the socket and connect the positive lead to the positive end of each of the groups of batteries in turn. You should get the right voltage at each stage, i.e., 4.5v, 9v, 13.5v, 15v although new batteries will read a little higher. If you get to the full 15v explore carefully the connection from the last battery to the socket.
Should you get no voltage doing the last step then reverse the process, i.e. leave the positive lead connected to the socket and check each group for the voltages but they will read -4.5v, -9v, -13.5v, -15v.

So my adapters work and one radio transmits and revives but they other doesn't recover only transmits when the radio is receiving it makes a rolling static sounds
