You can take a hammer and LIGHTLY tap around on the nut to help break loose.

Have at it with a wire wheel. You'll be amazed what just the heat from the friction of a wire wheel will do. Up-end it and follow up with PB Blaster or other and just let it sit for a while. Yes, I used a pair of large channel locks with mine. A little "normal" sized one just ain't gonna cut it. Gentle tapping with a soft mallet or copper hammer will help. These are fine threads under there so the bond, if there actually is one, is going to be one, maybe two turns of threads right at the outer edge of the cap and probably no more than that. Focus your efforts there. Do that and it will come loose, I assure you.

In the meantime I pulled the little spring release valves at the ends and am soaking them in penetrating oil

And put the channel locks on the nut where it curves around towards the axle, not over the threads. putting it over the threaded part will just tighten down against the threads and work against you.
