Shade Tree Recyclers in Passaic MO sells used NDCC tires and so does Red River Parts in Texarkana TX. Not sure where you're located but there's a couple options anyways. Shade Tree is tough to reach. The owner has a full time job and does the MV parts business in the evenings and weekends. You'd want to reach him via e-mail and ask that he call you back.

We used to be a Goodyear tire dealer at the oil co. They have not made bias ply tires for around 2 decades and probably not made non directional military tires for 30 or 35 years. I'm not sure how safe it would be to drive around on tires of that vintage, especially bias ply ones.

Summit Racing is selling them new for about $110 each. The good news, they appear to charge flat-rate shipping and handling charge of 12.95.

I ran a post about this a while ago. You might have 90% tread but you only have about 10% traction due to the rubber compound aging into a rock! I would not run 30 year old tires on the street. That goes for radials also, I have a set of 35" BFG mud terrains on my CJ-7 and the compound is hard as a rock. I can spin these tires quite easily on pavement and they don't even put down a rubber patch.
