Fltwheel housing

I noticed that there is a Pipe Plug in the bottom of the flywheel housing cover and it is shown in the TM. I assumed that it was to drain the flywheel housing but when I removed the cover screw I found the hole was sealed inside. Is this normal and am I wrong in thinking it is for drainage purposes?

The plug is screwed into a blank for storage under normal conditions and it is screwed into the drain hole next to it for fording operation. It is covered in the manual.
