Some of the horns have an adjusting screw on them, the innards get some dirt and corrosion in them and they do just what yours is doing and adjusting it will sometimes fix it. If it is there it would be sticking out the front or rear of the horn usually just off center. Some have it and some don't. You can change the pitch of a working horn with that screw.

My 62, just has a nut in the middle of the horn. I did not mess with it. I will adjust it both ways and see if that helps. I will let you know. If not, no big deal.
