Filling the steering gear box

Folks,
Rookie question I am sure but I'm a rookie (at this point). In the final stages of getting my MUTT on the road. Want to check the fluid levels in the steering gear box but can't find anything that tells me what to remove or open to check fluid levels (I did look through the manuals and searched this site for old threads that answered my ? ). There appears to be two bolts or such on top. Is that the plug I remove to see the fluid level? How about draining it? I did read that removing the lower front bolt would allow any fluid to drain. Is that correct? Any insights or advice?

I have filled it through the cap at the top...

Before you commit, make sure the previous guy hasn't filled it with grease.
